Here is the full text:
          “Hello.  This is Congressman Hal Rogers.
“As we head into November, I wanted to update you on the “Cap and Trade” bill that passed the House in June without my support and is now up for debate in the U.S. Senate. 
This bill claims to protect our environment, but in reality it takes dead aim at coal.
“Not only does this bill unfairly target coal, it forces a $646 billion “carbon tax” paid by every American, rich or poor and every business, small or large.  Every time you turn on your lights, your tax goes up.
“With nearly 11% unemployment, it is no secret that Kentucky is hurting.  If this bill were to pass it would devastate our local economy, kill jobs, and charge consumers a fee for just turning on the lights, driving to work, or heating their home in the winter.
“If this “Cap and Trade” bill becomes law, Kentucky will go from the lowest electricity rates in the nation, to the highest – an estimated increase of hundreds of dollars a year when fully implemented.
“Kentucky can’t afford another tax, nor do we want it.  We need energy independence and less government intervention.  Rest assured I will continue to stand with southern and eastern Kentucky in support of coal.
