President Obama is trying to play up the brighter side of the health care overhaul that he hopes to sign into law in time for his State of the Union address.
In his weekly radio and Internet address, the President admits some provisions will take years to implement, but he says dozens of protections to ban “the worst practices of the insurance industry” go into affect this year. Among those include provisions allowing people with pre-existing illnesses access to affordable health care.
