House Speaker John Boehner says it took "a lot of discussion and a long fight," but White House and congressional budget negotiators reached a deal late last night to avoid a government shutdown.
The plan cuts $38.5 billion in spending, while funding government operations through September. Lawmakers have approved a short-term deal to keep the government running while the legislation is written. Its approval is expected by the middle of next week.
President Barack Obama praised the deal, saying, "Americans of different beliefs came together again."
