If someone wrecks due to grass clippings on the roadway is the person mowing liable?

We called the Kentucky State Police in Frankfort. They told that's
usually not a problem on interstates or highways. On more narrow,
country roads, it can be more common. State Police say if there is "an
intent" to cause a wreck there could be a criminal charge. If the grass
debris does cause an accident, and the mower is not trying to cause an
accident, it's possible there could still be civil action.
