Self Regulation Recommended For Improving Horse Sale Environment

LEXINGTON, Ky. (AP) - A task force charged with creating a more transparent horse sales environment in Kentucky believes stringent self-regulation is needed.

The 36-member Sales Integrity Task Force met yesterday and unveiled its preliminary recommendations during a public forum at Keeneland.

The plan was met with both skepticism and cautious optimism.

Owner-breeder Jess Jackson criticized the effort. In legislation Jackson initiated that led to the task force being reformed, he had called for all prior ownership and medical history of horses to be disclosed at public auctions.

Instead of making recommendations for legislation, the task force called for the auction industry to police itself. It suggested the industry implement a code of conduct for consignors and agents, establish a voluntary ownership registry.
