The outcome in Iowa Caucus is considered a determining factor in choosing the next President.
With Kentucky's primary not being held until May many feel the Commonwealth is left out.
If Secretary of State Trey Grayson has his way 2008 will be the last year the Commonwealth feels that way.
Grayson is proposing the primaries follow a rotating regional plan. Under that plan, the country would be divided into four regions. Each region would rotate who would go first by election year, and Iowa and New Hampshire would stay as is.
Grayson says the regional plan is just a idea at this point and even if it is accepted there are a lot of hoops to jump through before it can be implemented.
