Governor Beshear Pledges Ethics Reform

FRANKFORT, Ky. (AP) - Gov. Steve Beshear says he will never
issue pardons to people until after they have been convicted of crimes.
Kentucky's new governor unveiled a package of ethics reforms on
Thursday that he says are intended to restore the public's confidence in state government.
Beshear said during a Capitol press conference that it's critical to set the tone for how his administration will conduct the people's business.
Beshear had made ethics reform a centerpiece of his campaign
last year against former Gov. Ernie Fletcher, who issued pardons to
members of his administration who had been indicted on charges
stemming from a patronage scandal.
