A bill named after a Pulaski County dog, severely beaten by his owner, is one step closer to becoming law.
Romeo's Law cleared a House Committee Wednesday.
The bill changes dog or cat torture from a misdemeanor to a felony.
Offenders would also serve more time in prison.
The bill has already passed the Senate, and is now headed for the full House.
No one voted against the bill Wednesday, but several legislators did pass on the vote.
Some lawmakers said they think the penalties in place now are adequate.
