Police say a group of teens were speeding along a road near the Summit community of Boyd County on Tuesday morning, when the 15-year-old driver lost control.
The car hit a building and a utility pole, killing 14-year-old Tiara Phillips.
Police say the 15-year-old did not have a license. He's now charged with manslaughter and wanton endangerment.
