Richmond police arrested Raymond Lamar Crutcher.
He was one of three men who investigators say fled from them after they pulled up behind them at a stop sign.
Officers say Crutcher ran into Richmond Manor Apartments on Kalone Drive.
Once inside an apartment, Crutcher is accused of shoving a man to the floor and holding him there, until officers left the area. That's when police say Crutcher stole the man's cell phone and left.
Crutcher is charged with first-degree robbery, as well as second-degree unlawful imprisonment.
