A man who works at the car lot under the sign says the men were saved by their safety harnesses, but were stuck for about ten minutes until fire crews arrived with a ladder truck.
The witness says one of the men's harnesses wasn't working properly and was cutting off his air supply, but he was rescued before he passed out.
Lamar Advertising didn't return our call for comment as to why the men were working in such windy conditions.
