New Report On Safety For Kentucky Schools 
RICHMOND, Ky. (AP) - A new report says Kentucky's public school students are learning in safer schools. It says disciplinary actions for law violations have declined over the past five years.
The annual survey by the Kentucky Center for School Safety also
reports a steep decline in drug-abuse incidents.
The report says there have been no criminal homicides or forcible rapes at the state's public schools over the past five years.
Officials with the school safety center in Richmond say students must feel secure to be energetic about learning.
The report also showed that black students were disproportionately punished. More than 22 percent of the students expelled or suspended during the last school year were black, even though they made up about ten percent of the state's student body.
