Jailer's rape trial underway

CATLETTSBURG, Ky. (AP) - The trial is under way for the Elliott
County jailer, charged with raping a female inmate he was
transporting.

The commonwealth began presenting its case Monday against
Charles F. Howard of Sandy Hook on Tuesday in Cattlettsburg.

The Independent in Ashland reported prosecutors alleged in
opening statements that the 51-year-old Howard drove the woman to a
remote area along the Boyd-Carter county line while taking her to
the Boyd County Detention Center in August.

Defense attorney Michael Curtis told the jury the woman made up
the allegations against Howard because she was angry at having to
go to jail.

Elliott County's jail was closed by the state in 1986 and people
arrested are taken to neighboring lockups, which are paid to hold
them.
