More than a dozen horses were found with their hips and ribs protruding.
Someone spotted a dead horse on a Shelby County farm, but when authorities arrived, they say two horses were already dead and another had to be put down.
The horses were supposed to be taken care of by Donald Buckler. Buckler worked as the Humane Society officer for the state in Henderson County.
Buckler faces 13 counts of animal cruelty.
The horses are now in the custody of the Shelby County Animal Shelter.
