Richmond continues to struggle with budget shortfall

A Central Kentucky city, struggling with a budget shortfall, may have to turn to layoffs.

Richmond's new city manager assured people Tuesday night, that there's no fraud in the city.

He says city leaders will have to take drastic steps to balance the budget by January 30th, which is required by law.

He recommended laying off 30 employees, and instituting a 5 percent pay cut across the board.

He also wants an increase in water rates.
