LOUISVILLE, Ky. (AP) - Governor Fletcher is scheduled to announce plans for the July fifth special session this morning. The session supposedly will deal primarily with an energy bill, but other topics are expected to be addressed. They include funding for an outdoor arena at the Kentucky Horse Park and a host of university construction projects that Fletcher vetoed from the budget last year.

G-O-P Senator Tom Buford says Fletcher will include Blue Grass Airport's runway funding request. But the Blue Grass Airport Board isn't taking any chances. The board discussed an alternative plan yesterday in case the state doesn't help fund the 27 (m) million dollar project to relocate the general aviation runway. Comair Flight 51-91 mistakenly took off from that runway August 27th. Buford says the airport is an emergency item for the session because of the 49 deaths that occurred last August when the airliner crashed off the short runway.
