Three Charged In Neglect Case

FRANKFORT, Ky. (AP) - Attorney General Greg Stumbo has announced the arrest of three employees of New Foundations, a support for community living provider in southern Kentucky.

The three employees of the Laurel County facility face charges, including neglect by a caretaker. Forty-four-year-old Latresia Swafford of North Girdler was charged with 16 counts of forgery and eight counts of neglect by a caretaker. Forty-year-old Kim Rayborn of Williamsburg was charged with seven counts of the neglect charge. And 31-year-old Steven Smith of London was charged with eight counts of neglect by a caretaker and one count of obtaining a controlled substance by fraud or deceit.

Beginning in July, a year ago, the defendants allegedly prevented a female resident from receiving prescription pain medicine, instead giving her over-the-counter pain medication. The three are being held in the Laurel County Jail. Bond is set at 40-thousand dollars for Swafford and Smith. Rayborn is being held on a 20-thousand dollar bond.

Authorities say the three defendants caused the victim to suffer pain for several months while withholding her prescription medication. North Girler is in Laurel County.
