The Kentucky River in Franklin County is expected to crest Tuesday at least 9 feet above flood stage.
Workers with the Emergency Operations Center say the river was still rising at 8 a.m. Tuesday, when it was at 41.84 feet.
Flood stage is at 32.6 feet.
After cresting, the river will then start receeding.
Officials say with so much water, it's difficult to predict when the river will crest.
Emergency workers in Franklin County are working with the American Red Cross to find shelter for displaced residents.
