A Flood Watch and a Winter Storm Watch are out for the entire region late Tuesday through early Thursday. Heavy rain develops Tuesday night into Wednesday morning and may put down 1”-3” in some areas. We are looking at the possibility of significant snow and sleet from late Wednesday through early Thursday.
LOUISVILLE, Ky. (AP) - According to interviews and court documents, the plans for executions in Kentucky do NOT include a protocol for what to do if something goes wrong.
That gives pause to some death penalty foes, who see the potential for a long, excruciating execution that borders on unconstitutional.
They note that in Kentucky's last execution, in 1999, the execution team needed two tries to find a vein in Eddie Lee Harper's arms.
A 12-member team practices monthly in a new execution chamber that has only been used for drills.
That is expected to change in September, with the execution of convicted cop-killer Ralph Baze. He is scheduled to be executed late in the month.
