AUSTIN, Texas (AP) - Texas Lt. Gov. David Dewhurst is blaming hundreds of jeering protesters for the failure of strict anti-abortion legislation.
Computer records show the state Senate vote as happening today -- after a midnight deadline.
After a private meeting with lawmakers, Dewhurst was still insisting the vote was in time but "with all the ruckus and noise going on, I couldn't sign the bill."
Texas Gov. Rick Parry could call another special session to revisit the legislation.
