The Russell Water Department is requesting the citizens of Russell, Bellefonte, Flatwoods and Raceland to conserve water until further notice. The water treatment plant in Russell is experiencing a three phase power failure and cannot produce water.
It is unknown when the power will be restored to the water plant. It could be morning or longer, according to the Greenup E-911 center.
