MANCHESTER, Ky. (AP) - A health department in southeastern Kentucky is laying off workers and cutting back hours.

Lynett Renner, the interim director of the Cumberland Valley District Health Department, says the decision to cut 14 employees, who serve Clay, Jackson, Harlan, and Rockcastle counties, is "a tragedy" but necessary.

Renner said the move is a result of low funding from state and federal sources and issues with managed care organizations.

State officials say other health departments in Kentucky are also cutting back.

Renner said the cutbacks will take effect over the next few weeks.
