Frankfort men arrested for using heroin near campground

FRANKLIN COUNTY, Ky. (WKYT) - Franklin County Sheriff's deputies arrested two men for using heroin near an area campground. Officials say the men were at the site on the Strohmeier Bypass, off U.S. 127 near the Kentucky River.

The area is notorious for illegal dumping. So, deputies already drive through the area often.

They increased patrols this weekend because of the holiday.

On Sunday afternoon, they found something more serious than dumping.

Officials say Vernard Kincaid, 45, and Omer Scrogam, 43, were parked near a wooded area. They say the men were acting suspicious and they were preparing to shoot up heroin. A small amount of suspected heroin, a needle, a spoon with suspected heroin residue on it, and a Suboxone pill were in their possession.

An area where families swim, fish, and camp is a few feet away from where the men were parked.

"Nobody wants their kid around that kind of activity," said Deputy Jake Banta.

Both men face possession and loitering charges.
