FRANKLIN COUNTY, Ky. (WKYT) - A woman is arrested in Franklin County for animal abuse, and police say this isn't the first time she's faced these charges.
Sandra and William Coy were arrested after police received multiple complaints about animal abuse.
On Friday, officers went to the Coy's residence to check out the complaint and found a dead dog.
Officers were able to rescue twenty-three animals--many of them severely malnourished.
Sandra Coy was arrested for the same charges back in 2008 in Laurel County.
Most of the animals are at the Franklin County humane Society--a shelter that is already at capacity.
