Judge rules against NSA

WASHINGTON (AP) - A federal judge says the National Security Agency's bulk collection of American's telephone records is likely unconstitutional.

U.S. District Court Judge Richard Leon's ruling Monday is in the case of two men who had challenged the program.

Leon says their records should be destroyed, but he's put enforcement of the ruling on hold pending any government appeal.
