Man claiming to be animal control officer arrested

He says it was an intimidating sight.

"He was driving a big army truck. And he had guns on his side, big knife on his side," said Taylor County Animal Shelter Director John Harris.

Shortly after Lee Otto arrived at the Taylor County Animal Shelter to pick up a volunteer application on Monday, he was arrested for impersonating a peace officer.

"He had a badge on that said Animal Control of Fort Knox," said Harris.

According to the police report, he also claimed to be investigating a complaint from Senator Mitch McConnell's office.
But when Taylor County Judge Executive Eddie Rogers called to check...

"They said they didn't know nothing about it," added Harris.

Becky Otto, Lee's wife, says the felony charge for her animal-loving husband...

"Oh gosh yes...he loves them."

...is bogus.

"He wears his army fatigues, he wears camouflage everyday. He's proud of what he did, he's proud of what he served for. For eight years he was infantry. He served our country, got shot several times," said Otto.

One major concern of Judge Executive Rogers was the list of names, including not only his name, but also names of animal shelter workers and sheriff's deputies.
For that, Mrs. Otto offers this explanation.

"My husband has PTSD. So I wrote the people down so he could remember who they were, so he would know who they were. I do that a lot for him, because unless he's been around you a lot he's, he'll remember your face but not your name or place how he knows you."

Whatever the case, his arraignment is February 13th to answer to the charge.

The Taylor County Sheriff's Office says Otto was charged with a similar incident in Marion County several years ago.
