A Flood Watch and a Winter Storm Watch are out for the entire region late Tuesday through early Thursday. Heavy rain develops Tuesday night into Wednesday morning and may put down 1”-3” in some areas. Arctic air pushes in from west to east on Wednesday with heavy sleet and snow taking over. That setup could produce several inches of accumulation. Snow will slowly end from west to east Thursday as bitterly cold air continues to push in.
A man is behind bars charged with murder after sheriff deputies say he intentionally ran over another man, killing him.
Montgomery County Sheriff's deputies arrested Joseph Julian, 48, after the sheriff says, while drunk, Julian intentionally killed, David Ballard, 51, a Jeffersonville City Commissioner, with his vehicle after an argument.
The incident happened Thursday night outside Ballard's business in Camargo, along US 460. Ballard was pinned between Julian's vehicle and the building. He died before first responders arrived.
Julian talked exclusively with WKYT's Andy Cunningham from the Montgomery County jail. He says that the murder charge is a big misunderstanding.
"It was an accident. Yes, I'm sorry, I wish it never happened," said Julian.
Ballard's only son, Brandon Ballard, finds it hard to believe Julian's story.
"I don't know if I believe it," he said. "It just doesn't make sense."
The 19-year-old says his father always helped Julian, even during tough times, allowing him to live in a small apartment in back of the barber shop.
"He even paid his rent on multiple occasions, he was always helping him," said Brandon.
He says his dad was considering evicting Julian because of his drinking and other inappropriate behavior lately.
"It's the only explanation I can come up with, as to why he did this to my dad."
In addition to Brandon, David Ballard leaves behind a loving wife, daughter, and granddaughter.
Julian remains in the Montgomery County Jail. He is also charged with DUI.
