New details in Kentucky's "No Child Left Behind" application for exemption

We're getting a better idea of why Kentucky education officials think the state should be exempt from some requirements of the federal No Child Left Behind law.

Kentucky's application for relief has been posted on the state education department's website. The application says Kentucky will use the ACT exam as a benchmark test for students, and it details a new testing system for grades 3 through 12.

The application was sent to the U.S. Department of Education earlier this month.
