Owsley County Clerk accused of failing to pay taxes

FRANKFORT, Ky. (WKYT) - A County Court Clerk is in jail, accused of failing to pay his taxes.

Owsley County Clerk Sid Gabbard, 61, was arrested Monday in Frankfort.

Franklin County Commonwealth's Attorney Larry Cleveland says the state Revenue Cabinet came to him with a report Gabbard hadn't paid the cabinet taxes he withheld from employees. The cabinet also told Cleveland that Gabbard hadn't filed a tax return for two years.

Cleveland tells us the estimated amount comes to around $8,500. The total amount due in taxes is around $10,000.

Gabbard has been under investigation before. In June 2012, the State Auditor announced an investigation into Gabbard's office. State Auditor Adam Edelen says an audit of the office from 2010 found more than 15 examples of problematic financial practices and a known deficit of more than $61,000.

The Owsley County Judge-Executive says Gabbard will remain in the County Clerk's office unless he is convicted.

Gabbard is in the Franklin County Jail on a $20,000 bond. He declined our request for an interview.
