Parents, grandmother accused of tying up toddler

ANDERSON COUNTY, Ky. (WKYT) - The parents and grandmother of a toddler are facing child abuse charges.

Herbert Medley, Rebecca Medley and Carolyn Case are charged with first degree criminal abuse in Anderson County.

Rebecca Medley is the child's mother. Case is the child's grandmother.

According to court records, Case and Rebecca Medley said they had been tying up the three-year-old for up to 16 hours a day.

In the documents, they say they began tying up the young girl in June because she began getting up in the middle of the night and trying to leave the home.

Herbert Medley is the girl's stepfather.

Documents reveal he was aware of the abuse, but didn't participate. They say he claimed he was afraid to come forward because he thought he'd be kicked out of the house.

State Police arrested the three on August 3 after receiving a child protective services complaint.
