Police: 'Reasonable force' used in deadly Frankfort shooting

Frankfort Police say that officers, who shot a man to death during a standoff, used reasonable force.

The shooting happened on December 31st. Police were first called to the home on Winding Way Drive the night before. A woman called 911 around 9:15 PM, saying a man had her trapped in the home. The woman told police that her roommate pointed a gun at her and threatened to shoot anyone who entered the house.

Police contacted the woman by phone once they arrived at the scene and she told them she had secured herself in a separate area of the house away from the suspect.

The Tactical Response and Hostage Negotiations Units were notified and established a perimeter around the house. Police say the suspect, Gary Meadows, unexpectedly came out of the house carrying a handgun.

According to police, officers told Meadows multiple times to drop his weapon. They say instead, Meadows pointed the gun at them. At that time, officers shot the suspect. Meadows died.

The officers involved were placed on administrative leave. One officer, 31-years-old Todd Smither, joined the Frankfort Police Department in 2005 and was assigned to the Tactical Response Unit in 2007. Billy Graves, 30-years-old, joined the Frankfort Police Department in 2011, and was assigned to the Tactical Response Unit in 2012. He has previous law enforcement experience.

Frankfort Police Department detectives say preliminary information gathered during their investigation shows the actions of the officers involved were within guidelines and in compliance with Frankfort Police Department policies and procedures.

An internal administrative investigation is ongoing.

The investigation by the Kentucky State Police is also ongoing. The results of the investigation will be forwarded to the office of the Franklin County Commonwealth's Attorney Larry Cleveland.
