RICHMOND, Ky. (WKYT) - Police charged a man after a child in his care was found walking near a busy roadway.
Robert L. Short, age 54, Big Hill Avenue, is charged with wanton endangerment.
On Monday, at approximately 5:30 P.M., Richmond police officers were dispatched to the 400 block of Big Hill Avenue to investigate a report of a small child, walking unaccompanied in the area. Upon arrival, officers learned that a three-year-old child in Short's care had exited his residence, crossed a parking lot and a busy Big Hill Avenue, before being picked up by a passer-by who called police. The child was dressed only in a diaper in the 38-degree weather.
Richmond Police determined that Short was not aware that the child had left the residence. They also determined that he did not notify authorities upon discovering that the child was missing.
