Former Winchester Mayor Gene Kincaid Dies at 81

WINCHESTER, KY -- Former Winchester Mayor Gene S. Kincaid has died at the age of 81.

Kincaid served as the city's chief executive from 1994 to 1998. Prior to that he was a Mayor Pro-Tem and a City Commissioner. He was the husband of Elaine Lake Kincaid of 423 Willow Brook Rd.

Kincaid passed away Saturday afternoon of natural causes at the Winchester Center for Health and Rehabilitation. He was a native of Estill County, the son of the late Porter and Gladys Kincaid.

Kincaid was a member and ordained Deacon at Emmanuel Episcopal Church in Winchester. He was a former Marine, a graduate of Kentucky Wesleyan College and retired after 20 years with Codell Construction. He served on numerous church and civic comittees.

Funeral services are scheduled for 11 a.m. Thursday at Emmanuel Episcopal Church. Visitation will be from 5 until 8 p.m. Wednesday at the Roland G. Taylor Funeral Home, 289 S. Main Street in Winchester. Burial will be in the Emmuel Memorial Garden.

    He was the finnest!! He was a loving and caring man!! Everyone will miss him exspecially me because my grandfather (Gene) and I had amy amazing relationship!! We love you Pawpaw!!!!!!!

    Gene Kincaid was the finest Mayor Winchester has ever had. He has touched so many lives in this community. He will never be forgotten.
