Many Feel With Kentucky's Primary In May That They Are Left Out In The Presidential Decision

Secretary of State Trey Grayson says something has to be done to change the process.

Grayson says the regional plan is just an idea at this point and even if it is accepted, there are a lot of hoops to jump through before it can be implemented.
