Police Arrest Two In Connection With Rowan County Murder

Nearly four months after he was gunned down outside his home, police say they now know who killed a Rowan County man.

Timmy Riggs was shot October 29, outside his home in the Clearfield community of Rowan County.

Last week, the Rowan County grand jury indicted 50-year-old James Conn, and 38-year-old Katherine Conn in connection with the murder. Both were arrested in Florida on Monday.

Police say James Conn killed Timmy Riggs because he believed Riggs was responsible for his son's accidental drug overdose last year.

"You know, he didn't have to do that. That's cowardly," Riggs' father, John Riggs, said.

Police say Conn drove up from East Tennessee last October to hunt down Riggs. Police say they have cell phone records placing Conn in the Morehead area at the time of the shooting.

"He took Timmy away from his mom and dad," Riggs' mother, Penny Kenley, said. "And this guy's got to know what we're going through, because he went through it losing his son. And he never stopped to think about what that would do to us."

James Conn faces a murder charge, while his wife, Katherine Conn, faces a complicity to commit murder charge.

Both are awaiting an extradition hearing.

I am not one that defended Kent Conn and I did read the Morehead News. I am glad his wife pled guilty. From what I had heard, they certainly sounded guilty but I am not one to judge someone until proven guilty. Looks like that has been done. I hope the family can now find some peace in their hearts.

For those of you that have defended Kent Conn, I hope you read the front page of The Morehead News today. On July 18, his wife pled guilty to complicity to murder. Do you still think he's innocent?

Posted by: Anonymous on May 25, 2008 at 05:08 PM As the first memorial day rolls around after the death of Timmy and Brent, let's be sure to place a memorial on their graves and say a prayer for their families. It's too bad the Conn's cannot visit their son's grave because of their ignorance. The first sentence was nice, the second completely unnecessary. You people need to drop it and let these people try to pick up the pieces and move on. To everyone out there spreading rumors, gossiping, and lying; please just shut up and let them try to move on.

What loved one knew of what behavior?
  • by Anonymous on May 6, 2008 at 06:02 PM
I'm sure Timmy's loved ones did not know Kent Conn had made threats to end Timmy's life or they would have tried to stop it.

Anyone who knows their loved one is engaging in this type of behavior and does nothing about it is not an innocent victim!!

Sorry, but I have to disagree with you. His daughter is not the only "innocent victim in all of this mess!" No matter what side of the story you want to believe or what side I want to believe, the family of Timmy Riggs is suffering and they can not understand why this happended to their son, just as the Conn's cannot understand why this happened to theirs. There are MANY innocent people involved but they still feel the grief of their loved one. I am sorry the child does not have her daddy with her, but I am also sorry the Riggs' do not have their son. Timmy should have never been blamed for Brent Conn's death.

Brent Conn's daughter has to visit her daddy at the cemetery.....She is probably the only innocent victim in all of this mess!
