A major development Thursday in a bill that calls for more serious charges against people who torture dogs or cats.

A Senate version of the bill cleared a committee, and animal rights groups say they're optimistic it can become law.

The bill would change the first offense of torturing a dog or a cat from a misdemeanor to a felony.

The legislation is essentially the same as Romeo's Law, which has not seen much action in the House. Supporters say regardless of what is passed, the bill will still be named after the Pulaski County dog that was beaten last summer.

Backers of the bill say it's also important to increase penalties for those convicted of animal abuse because they say many people will tire of torturing pets, and then turn on people.

On Thursday, the bill sailed through the committee, but not without some concerns.

Some people fear the bill may not be strongly enforced.

If the bill passes the full Senate, supporters say it's likely to get a favorable reading in the house.

If it passes, a person convicted of dog or cat torture could spend 1 to 5 years in prison. The current penalty is usually less than 1 year in a county jail.

this is to the person so-called wow or wow jr. I would certainly hate to stand in your shoes when the Lord comes back because if you don't change your ways and your ATTITUDE of certain things i'm afraid you are gonna be in for a very rude awakening. my friend the Lord says in the end every knee shall bow and every tongue shall confess. Wow in Richmond...I can see that you are one that only likes to argue. You are the kind of person that is right and the world is wrong. As far as hunting, I have a freezer full of deer right now. We eat it all the time. There is nothing wrong with that. The reason I said you just like to argue...if you were not so defensive, you would have read in my earlier comment that I agreed with you about your dog. What gives you the right to call me arrogant and ignorant? I do believe in God and Jesus Christ.I don't change my "rules'. There is no rules to live by only commandments. I am not perfect and have never claimed to be.But I am far from ignorant or arrogant. To be arrogant is to get on here and try to make yourself big by making comments as you have done.As for our Pitts...the day is coming that the government will try to outlaw them. ABout my dog he loves to play tug of war with a rope and when hes around adults he can be a little much because of his weight not his bite. When my 2yrold grand niece plays with him he gently takes the rope and walks not drags her around the room while she laughs. So some reading and stop being a hick. Its called a book on pit bulls go read one some time as they were always killed when they bit a human! Who here still hunts for all their food? GROCERY!!!

(cont) I know of a case right now that a druggy mother had 4 kids. She got out of jail and seen the checks she could get. She turned on her own parents and had the kids taken away for abuse. I know for a fact the kids were not abused. Our justice system has taken these kids and see the mother as the victim. Where is the justice in that. Now these kids that knew only one home are separated and I am sure scared to death. I also agree that dogs have feelings. Mine show emotions like sad, mad, happy,scared and hurt.Anyone that thinks it is a crime to hunt or slaughter cattle need their heads examined.By the way God is real and someday all of you who think different will face him.

Wow in Richmond. I have nothing but pity for you. Of all the statements you made the one that stood out to me first was "false God". Who do you think gives you air to breathe?The only comment you made that I agree with was about the Pit Bull Dogs.I have a Pit and a Jack Russell. They are my protection, my companions, and they are my friends.As for hunting being cruel...how do any of you think people have survived all these years?I do think anyone that abuses an animal the way Romeo was done should be punished. But to say hunting and slaughter of cattle is cruel is plain stupid.Anyone that don't eat the meat from a hunted deer should not be allowed to kill them.But lets face it, if there was no hunters all you against hunting would then be crying because hit one in your car.Kids and elderly are the ones that need protection.I know we have laws to protect them. But how many times do these so called laws put abused kids right back in the home?

Well...Wow & Wow Jr must be related...both with warped views. As for saying Gpd is false you should rethink that comment. God is very real. When that pit bull you raised kills a child you probably will find out you might just have a need for God after all. If I made a comment like you did about God my heart would really hurt. I agree with you somewhat about the abuse of animals when they are slaughtered for food. That is bad too. There should be a humane way but I still say there is a huge difference between animals for food, animals for farm use & animals for our pleasure like dogs & cats. And NO wow jr people from Eastern Ky do not abuse animals by sex. Thats just disgusting & if anyone ever did do that should be severely punished. What would you do Wow if you leave home tomorrow & return to find your pit bull severely abused? Would you want the courts to hand down justice? Do you think pit bulls are above abuse because people are afraid of them?

To Wow Jr. in Richmond...I live in Eastern Ky & I take offense to your post. I resent the fact that you mention E. Ky & no where else for animal sex abuse. If you know of a case why not report it to officials or are you just thinking we are that evil & animal like? You should have to prove that comment. I have lived in these mountains all my life & sex with animals has never come up before to my knowledge. You owe us an applogy!!!

I have a few questions, Can a dog or cat speak up and say that they have been abused, I DONT THINK SO, so why not have tougher penalties for people who are so redneck and stupid that they will eventually beat their own kids just like they do their animals.

I agree that cows are slaughtered and treated badly and I think there should also be tougher laws enforcing more humane slaughter, if there is such a thing. I don't hunt. You never said you don't eat meat or feed it to your pets. And never did I say kicking a dog is the same as killing a kid. There are already laws on the books protecting kids and adults also. Complain about the court system if you want to argue about that. It has nothing to do with passing tougher laws. Child abuse and murder are already felonies!

My point is that while many of you still hunt for deer or raise cattle for the slaughter in horrable conditions that sometimes the cows cant even walk. You think simply kicking a dog is the same as killing a kid. I personally dont hunt and I have a Pit Bull and 3 cats. We all live in perect harmony despite what the same people would say about my dog being evil when hes really just a big puppy because I RAISED HIM. If you think thats natural behaviour for any animal go pet a wolf or wild cat youll see the differance is only human. @Mary You seriously try to bring your false god into this? You have no arguement! In alot of countrys cows are sacred and godlike yet dog is food. Same as by you living here your predisposed to speaking english if you lived in india you would worship your hamburgers.

I love dogs, and I am glad there is a law that has finally passed protecting our animals. They were put here for companion ship and yet they are abused all the time. They have feelings to. Way to go Kentucky with the animal rights. I am also a mommy to and you know bring up child abuse is very lame. They have good laws out there for child abuse victims. Let them pass this law on animals.

It will soon be a felony to beat up a dog. Hey that's great. Meanwhile if you beat up an elderly person, it's still just a misdemeanor. Way to go! Nobody seems interested in tougher penalties for abuse of the elderly. Their hearts go out to some goofy dog. Wait till people start getting charged with felonies when they hit a dog that has run out in the road. Think it won't happen? Surely you're not that naive.

Some people on here, are making some really crazy statements, about the bill that should be passed, yes their are rules against child abuse also. I wonder if these people making statements about shooting animals, are actually mentally competent, maybe they are the ones who will turn on people next.

We already have stiff penalties for child abuse and murder! Enforcement is another issue. Do you honestly think everyone that is charged with animal abuse will be given the full penalty and charged with a felony? NO! The law doesn't work that way. It will allow stiffer penalties than we have now, however. People always complain that we need more laws to protect children. Guess what? We have them, but people either plead guilty for a lesser sentence or there is not enough evidence to convict them. It will be the same for animal abusers, but at least the law will be there. And to "protect Livestock," it sounds like you enjoy shooting dogs. Sicko! By the way, learn how to spell property if you are so adament about protecting it.

Now if they will only pass tougher laws on child abuse! It amazes me that lawmakers have put animals above children by passing this bill BEFORE it takes action on stiffer child abuse laws. People who abuse children or kill children don't get anything for their crimes, yet we want to put animal abusers in jail for 1-5 years. The lady who killed the 2 year old child only got 5 years for her crime. Are our lawmakers saying by their actions that an animal's life is worth more than that of a child? Perhaps a friend on my was right, when he said this country has gone to the dogs! Don't get me wrong, I don't think people who abuse animals should just walk away without punishment. What I am saying is: children should be more important than animals. So please pass some stiffer penalties on those who abuse children too!

I's good to see that there are laws on animal cruetly (go Romeo). What about cruetly to humans? Pulaski Co. needs to be more concerned about putting and keeping criminals behind bars instead of a dog. I live in Eubank where the Smittle's home was shot up by Derel Griffin. What has become of this? Griffin is not in jail either. He also shot 2 different men at 2 different times in Rockcastle and wasn't in jail there either. The Smittle's home had children in it. It's a miracle noone was killed. I just don't understand how Griffin can get away with these shootings and be out in our society? It's sad and it's wrong to think that you live in county that cares more for a animals life than human lives! That's the county we live in. Wake up Pulaski County, PROTECT AND SERVE YOUR PEOPLE, put Griffin behind bars where he belongs. Remember Pulaski County law officals, ANIMALS DON'T VOTE AT ELECTION TIME, PEOPLE DO!!

Well Wow...you think you have it all figured out. Nothing is more loyal than dogs. They give their lives all the time saving their families. Cats aren't as smart as dogs but need protecting too as I also love cats. I guess you don't eat meat Wow since you see killing pigs & cows as abuse. That is for food & what they are raised for...for humans to survive. There is a huge difference in killing cows for human consumption to abusing dogs & cats so some idiot can feel superior or get their kicks. I have a dog & if anyone ever abused her they would answer to me & I would do everything in my power to legally put them away for life. To me it would be the same as someone hurting my child. And no it is not abuse when using an animal for food. That is what God put them here for. Dogs are here for our enjoyment and companionship. Have you ever seen a cow in a nursing home comforting our elderly? I have seen dogs & cats there though.

So to "wow" in Richmond, do you think it is okay to torture a deer, or a cow? The key word is torture! How many hunters do you know that intentionally torture their prey before they kill it? If they do, they don't need to be hunting. People like you are so afraid to give domestic animals any legal protection because it might interfere with their right to hunt or eat meat. Trust me, it won't. I love all animals, but I know there is a difference between wild animals, farm animals, and companion animals. This bill will protect the latter, however, no animal deserves to be tortured, especially for someone's perverted fun or sad need to feel powerful. I'm sorry if you think it is stupid, but you are probably the kind of person that makes the bill necessary in the first place.

I'm not particularly an 'animal lover'. I don't have pets, etc. However, I am so glad to see that laws are finally being taken seriously that will protect those that can't protect themselves! Good for you, Kentucky!

This bill is proof that our countrys full of idiots and soccer mom breeders. Is there honestly any differance between torturing a dog and a deer? Or how about a cow compared to a horse? Sad part is most the backers of this bill have to use the idiot clause that those that hurt and animal will turn to somehtign that fights back. Thats like saying all speeders will eventually run over people that get in their ways on purpose because stopping would slow them down.

Please don't stop the fight, just turn (some) of the focus on the Senate Bill #58, and have as many people call the 1-800-372-7181 message line and leave messages of support to the 'House of Senators', and all legislators, since they passed the Senate Bill 1st. get as many people to call as possible. Help be Romeo's voice, and speak out LOUD. CALL your local senators at their home if you can. Get the word out, spead your support, your senator need to hear so when it does go to the floor, the voters that put them in office has made it clear to them on what way their vote needs to be. 'YEA'
