Keep your pet under control or lose your right to have them; that's the message Lincoln County lawmakers are sending to dog owners.

The fiscal court passed a new, strict dog ordinance on Tuesday morning.

"If you wanna own a dog you need to be responsible and take care of that dog," said Darryl Day, the Commonwealth's Attorney in Lincoln County.

Day says the new dog ordinance will put the muzzle on dogs that become a public nuisance. That includes K-9's that habitually bark, bite or roam into neighbors' yards, destroying property.

Those pups can be picked up and impounded at anytime by the dog warden.

Joyce Johnson says her neighbor's aggressive dogs scare her and her grandkids

"I worry about those dogs. You never know when one of them could attack them," she said. She also says she's afraid to leave her own yard.

"People like to get out in their subdivisions and walk and children get out and play and they can't do that for the dogs," Johnson said.

She wants the law to be stricter.

Others say just the opposite, especially since under certain circumstances, your dogs can be taken, given away to others, or even euthanized. But legislators say they know they can't make everyone happy. They just want to keep people safe.

Lincoln County leaders say they saw the need for the new dog ordinance because there were several dog laws that needed to be consolidated, or updated, to meet the safety needs of people who live there.

If everyone would adhere to the laws,we wouldn't need a dog to protect our property.I agree with WOW. It will be a cold day in July before someone takes my dog. If not for the dog, thieves would have carried everything I own away.I can see a law enforced like this in the city limits. But not rural areas.Once again it shows our government at work.By the way, what about the cats running loose, crapping in gardens and flower beds?

I think for the most part good people with good dogs should have nothing to worry about. It would be more for the strays that pack up and can kill live stock or destroy your trash.being on a leash is not always the answer because I see people walking their dogs and let them use other people's property to drop a load and not clean it up only for the owner to step in as they do yard work. you will alwys have neighbors not get along over pets even if there is a law or not.And chris we are glad you don't live in this county too. That way I guess we are all happy.

COUNTY ordinance. County...rural....farmland. This is Lincoln County, people, not Fayette. Farm owners will now have to chain or pin up their dogs...the same dogs they probably own in part as security to help watch over the livestock. The same dogs that likely help keep unwanted critters out of their crops and gardens. I can understand the reason behind the law...in city limits OR within subdivisions located within the County...but on the farms? Oh...and who will enforce this law out in the boonies? Will Lincoln County property taxes go up to pay for all the gas wasted making those calls?

@Holly Location: KY If we brought back dueling it would greatly reduce the crime rate littone theivery, rape, and repeat murder. A guy breaks in your house challenge him to a duel on the white house lawn. There has been duels there before. People really shouldnt rely on the 200year old laws unless they have the guts to back them up. The laws were meant to keeo us free to secure our freedom. Yet these people seem to think they were made to be their moms and dads.

You go Wow. Darn right, although I don't advocate shooting other peoples animals (or at all), I otherwise agree. And you know what, we should bring back dueling. As soon as they do, Chris- Meet me on the courthouse steps.

Wow. Way to go Chris, comparing sarcasm with the Constitution. And what makes you think I haven't served my country? The fact that I use kids running around unsupervised as an analogy for how stupid I think it is that someone can enter onto my property at anytime and confiscate my animal because someone else is unhappy? Maybe that neighbor is just complaining to be spiteful. What's next? My right to bear arms, my right to free speech? And correct me if I'm wrong, but I don't believe it says anywhere in the constitution that if I disagree with the laws, I must move away because I am unamerican, which is basically what you're insinuating. Quit being all holier than thou, I have a right to my opinion, and if you don't like it, there are other places to live. You know, I can say that because the Bill of Rights gives me the freedom to do so.

@Chris Location: SE KY I dont live in that stupid county. If my county made a new dog law theyd have to come to my house 1/10th mile away from any neighbors and take my gun from my cold dead hand b4 they got my dog. Ive never had a dog that bit anyone. Yet Ive been bitten by dogs like dalmations that lived on my road. There are ways of gettin people to contain a dangerous animal without making new laws. FOr one if you werent such a coward go talk to its owner. If that doesnt work just shoot it when its on your property. But if you such a idiot that you dont realise that dogs do bark and when you get more then 3 together they tend to keep barking. If you muzzle them and they get sick and puke they die. You do realise you can move yourself away from your neighbors right? After all they do have their rights to their property. YOu go read the constitution and bill of rights. Then go read up on the men that wrote them. They solved their own problems personally. Some of them even dueled.

Wow. Comparing dogs (animals) with kids (human beings). The law is as it is. If you don't like it, there are other places to live. I have owned many dogs. I've also kept mine the way the law says I have to. As long as they stay on the owners property, there is no problem. Read your constitution and bill of rights. Circle the reference to dogs every time you come across it. Then circle the references to human beings, which happens to be what kids are. As far as the people who gave us our rights, I served my country. Did you?

I agree all animal owners should be responsible for their pets .I wish they would do the same with cat owners we have at least 20 cats on our street running all over our neighborhood I cant have a flower garden for the cats they get into our trash try to get the birds in my yard yet I dont own a single cat ? I think it should be Dogs AND cats that should be in control its just a thought

Can we pass a law to put muzzles on peskt politicians in Frankfort? That would make a lot of us happy...LOL!

I am glad to see a government office with some guts! It's a shame that some pet owners have to be forced to be responsible, but that's just the way it is! I wish Frankfort would do something like this! My neighbor has 3 big dogs & all they do is bark day & night! The officials here REFUSE to do anything about it! To Olivia, I agree that someone needs to force some parents to be responsible as well! We have 5 & 7 yrs olds roaming the streets here without an adult in sight! To me that's neglect & the officers warn the parents, but that's about it. As soon as he's out of sight, the children are back on the streets! Back to the dogs. I've complained about the dogs for a year now so with a new ordinance perhaps something would finally be done. This dog owner cannot support her two children (living with her parents) yet she can afford 3 big dogs! And she's the same one who let's her children roam the streets day & night. Just doesn't make sense to me. She's doesn't need dogs or children!

what about coyotes? the only time I hear my dog bark at night is when someone pulls up or those several hundred coyotes running at night. gonna take my dog? dont think so!

@ Chris Location: SE Ky should make a new law and lisence for people to have kids. Then we wouldnt have so many people like you breaking down and worrying about things thta could happen. A car could drive through your house a plane could crash into you while you drive to work. Pigs could fly. Read my Ben Franklin quote. Youll know you deserve no freedom or safety after all the people that gave you your rights didnt mean for government to be your daddy that was never there.

Posted by: Joan Location: Lincoln County on Mar 11, 2008 at 11:26 PM
In my opinion you should be able to leave your dog loose. Heck I had to let mine loose to protect my property. You have thieves breaking in stealing stuff and never getting caught. They will think twice about coming on my property if my German Shepherd bite their hind ends. You know it cost me 750.00 bucks to replace the door the thieves busted in, did they ever get caught NO... But the county is worried about dogs, not thieves and drug dealers. Go figure.

I for one am glad to see some county governments have the guts to take action. For all those that were against the new law, there are ways to keep your dogs from being taken. They are called chain and fence. I never could understand why some dog owners think their animal has the right to go anywhere it wants, including other peoples private property. I wish my county would enact an ordinance like this. If your car breaks down about anywhere, you stand a good chance of being dog bit walking for assistance on public access property (road or right of way). That just shouldn't be. Kentucky requires a license for dogs. That makes owning them a privilege and not a right. Some people just don't understand something as simple as that.

You know, in my neighborhood, it's those darn kids that get out of their yard, tear up my property, leave trash all over the place, and are bein rowdy all day and night. I'm afraid to walk out in my own yard cause of those crazy hoodlums. You just never know when one of them are lurkin around, waitin to strike. And yet, if I propose legislation that permitted somebody to come in and take your kids, give them away or euthanize them for being a pest, you'd think I was crazy!
