The proposal pitched environmentalists against the coal industry
in extensive debate in House and Senate committees.

A state senator says he still intends to seek a vote on a
similar bill in the Senate.

Similar debates have occurred in both Kentucky's and West
Virginia's legislatures this year with the same results.
