DODGE CITY, Kan. (AP) - Kansas Gov. Sam Brownback is telling people, "stay off the road unless it's absolutely critical" when a second major winter storm in less than a week hits the central Plains.
The National Service says today's storm, which has been tracking across western Texas toward Oklahoma, Kansas and Missouri, also is packing high winds.
South-central Kansas could see upward of a foot of snow.
