The general assembly ended without providing money this year for those upgrades, but the governor has gone ahead and provided some money anyway.
The governor has authorized $900,000 to build a stadium.
Tens of millions of dollars are needed to get the Kentucky Horse Park where it needs to be for the 2010 equestrian games.
Some would think the $900,000 approved by the governor is only a drop in the bucket.
But officials at the park, and for the games, say they don't feel short-changed. This money will give them momentum to get them off and running.
Along with unique seating the horse park will also have concessions and lots of other features with a price tag of about 24 million dollars.
