A surprise guilty plea in a high profile Lawrence County case.
After a murder case mistrial, Billie Osborne reached a plea agreement, admitting that he killed former Louisa City Councilman Elmer Frazier.
Frazier was beaten with a baseball bat back in October 2003.
He stayed in a coma until he died 14 months later.
Osborne pleaded guilty to manslaughter and robbery.
He'll be sentenced this Friday.
