Beshear to deliver State of Commonwealth speech

FRANKFORT, Ky. (AP) - Gov. Steve Beshear will deliver the annual State of the Commonwealth speech to a joint session of the Legislature on Wednesday.

The speech is scheduled for 7 p.m. EST.

Beshear has given some hints in recent weeks about legislative priorities that could be included in the speech. They include shoring up the state's financially troubled pension program for government retirees, reforming Kentucky's tax code, and changing a generations-old law that allows 16-year-olds to drop out of high school.

Unlike past years, Beshear said he doesn't plan to promote casino-style gambling in the speech. He said disagreement among gambling proponents on how to proceed make it unlikely that a constitutional amendment could pass the Legislature.
