Fiscal Court approves zoning change for Clark Co. quarry

CLARK COUNTY, Ky. (WKYT)- The Clark County Fiscal Court voted to approve a zoning change that will make way for a new underground quarry and limestone mine.

There was a packed house Wednesday morning at the Fiscal Court meeting in Winchester. The three Fiscal Court commissioners all voted yes, but the judge executive voted against the measure.

Emotions were running high after the Clark County Fiscal Court had the second reading of the ordinance that rezones 165 acres of farmland into industrial land.

"No one from this county told us we were going to have heavy industry next to our property, had you told us that we would not have done that," said Deborah Garrison, referring to the home her family had built near the Kentucky River.

The Allen Company, which operates a quarry across the Kentucky River in Madison county, asked for the zoning change so they can begin operating an underground limestone mine on the Clark County side of the river. They would then transport the material across the river using a conveyor belt to their existing quarry.

"A quarry or a mining operation is a diverse development," said commissioner JoEllen Reed. "It does provide a stable economic base, and it does provide jobs for our citizens."

Commissioners say the move will create 18 jobs and new industry for Clark County with minimal impact because the biggest changes would be underground.

The attorney for the Allen Company said it was best decision for the people of Clark County.

The people living around the area where that mine would operate say they aren't ready to give up in their fight to stop the quarry from expanding. The neighbors in that section of Clark county have hired a lawyer and say they're discussing the possibility of filing a lawsuit to keep that mine from opening.

In May the Winchester-Clark County Planning and Zoning Commission voted against the rezoning with a six to one vote.
