RICHMOND, Ky. (WKYT)-A Madison County man is in jail accused of neglecting his own mother.
Richmond police searched 40-year-old Albert Chaffin's home on McDougal Avenue on Monday after responding to a welfare check.
When they arrived they say they found unlivable conditions. Officers say his mother, Rebecca, in an upstairs bedroom with no airconditioning. Officers say she is so obese, she's unable to leave her bed.
"We never even knew she was there," commented neighbor Laila Winfield, when a WKYT-TV crew asked her about her neighbor's arrest. "It's kind of a shocker," she continued.
Officers say there hadn't been running water in the home for some time. They say the toilets were overflowing with urine and feces.
Police say Albert Chaffins had also been urinating in water jugs and Mountain Dew bottles and leaving them next to his mother's bed.
"I think that's sickening!" exclaimed Winfield, when we described the conditions listed in the arrest citation.
Officers say Chaffins had been taking care of her mother, who is in her sixties, since his sister left.
Investigators say Chaffin's mother was had several sores, scabs, rashes and what appeared to be bug bites on her that had not been medically treated.
She was taken to the Baptist Health Hospital in Richmond to be treated. She's now being cared for by adult protective services.
Chaffins is charged with neglect of an adult, he is being held in the Madison County Detention Center.
"He let his mother live like that," Winfield said, while shaking her head. "Anybody like that deserves to go to jail."
Chaffins pleaded not guilty in court and was assigned to a public defender. He has a hearing scheduled for June 26th.
