STRASBOURG, France (AP) - The European Union is pressing the United States and China to come to the table with substantive greenhouse gas reduction proposals at a summit next month.
The EU says global warming cannot be reversed without that sort of commitment from Washington and Beijing when world leaders gather in Copenhagen in about two weeks.
Swedish Environment Minister Andreas Carlgren says the absence of U.S. and Chinese proposals would leave half of emissions uncovered by a global deal.
U.S. officials said this week the Obama administration will soon announce its targets. Washington has resisted doing so without the backing of Congress, which is not expected to pass climate legislation until next year at the earliest.
Beijing has pledged reductions but hasn't been specific.
