WASHINGTON (AP) - President Barack Obama is about to offer another education incentive to turn around low-performing schools and cut the dropout rate. To take advantage of some of the $900 million in grants states and school districts will have to get drastic -- replacing principals, reopening schools as charter schools or closing them outright.
The president is to announce the plan Monday at an education event sponsored by the America's Promise Alliance. That's the youth-oriented organization founded by former Secretary of State Colin Powell and his wife, Alma. Obama will also discuss ways to better prepare students for college and careers.
