WASHINGTON (AP) - A bill to encourage hiring of unemployed workers is expected to clear Congress today. It faces a vote in the Senate.
The measure would give companies a temporary payroll tax holiday. It would also pump $20 billion into highway and mass transit programs in time for the spring construction season.
The measure is the first of several election-year jobs bills promised by Democrats. Critics question how much the bill will do to boost hiring. President Barack Obama has promised to sign the measure into law.
