Cyprus banks re-open; limits on transactions

NICOSIA, Cyprus (AP) - Banks in Cyprus have opened for the first time since March 16, when they were shut down because of the country's financial crisis.

Lines are starting to form outside the banks, but strict restrictions have been placed on transactions to prevent worried savers and businesses from rushing to withdraw all their money.
