Morgan County workers accused in kickback scheme say they will plead guilty

MORGAN COUNTY, KY. (WKYT)- Two Eastern Kentucky construction firm owners accused in a kickback scheme now say they will plead guilty in that case.

In motions filed Wednesday in federal court, Kenneth and Ruth Gambill did not say what they will plead guilty to.

They have been accused of fraud, mail fraud, and bribery.

Investigators say the couple worked with Morgan County judge-executive, Tim Conley, to steer more than one million dollars in county construction contracts their way.

Conley also faces charges in the case.
