Toddlers found alone in snow, Richmond mom charged

Police charged a woman after they say a neighbor found her two young children barely clothed and out in the snow. Officers say they found a third child alone inside an apartment.

RICHMOND, Ky. (WKYT) - Police charged a woman after they say a neighbor found her two young children barely clothed and out in the snow. Officers say they found a third child alone inside an apartment.

Police say they got the call around 2:00 Tuesday morning. They say a neighbor had found a 2-year-old and 4-year-old outside. Police say the temperature at the time was 21 degrees.

"Both of them had minimal amount of clothes on. One of them didn't even have pants or shoes," said Assistant Chief Robert Mott of the Richmond Police.

When police got there, they say they found the apartment where the children lived with the back door open. Inside, they say they found a third child inside the apartment in a crib and no adults anywhere.

"Children that young don't need to be unattended, much less out walking around without any clothes on in this kind of weather period that late at night," Mott said.

Police say they were able to find a phone number for the children's mother, Valarie Ward, and called her to the police department where they had taken the children. They cited her for endangering the welfare of a minor. They say it was unclear how long the children were outside.

"I don't think it was very long, but of course in these temperatures, it doesn't take long," Mott said.

Police say those children are now with another family member.
